This session analyses the role of senior leaders in shaping how performance management systems are used in practice. It emphasises leadership behaviours, incentives, and organisational culture, distinguishing learning-oriented systems from compliance-driven ones.
2) Implementing Performance Management in Public Organizations (6/2)
This session examines the organisational processes required to embed performance management in day-to-day operations. It addresses coordination across units, staff engagement, resistance, and the risk of gaming or symbolic adoption.
